ولد الشيخ رحومة الصاري بزليتن وأخذ تعليمه على علماء زليتن، وجاور في المدينة المنورة وله مشاركة في العلوم ،العربية والشرعية، واشتغل بتدريس العلوم وفض النزاعات، واختير مدرسا واماما وخطيبا في الجامع الحميدي بزليتن أسندت إليه الحكومة الوطنية وظيفة القضاء الشرعي. ولما احتلت إيطاليا طرابلس أسهم في ميدان الكلمة بالتحريض على الجهاد ضد الطليان بخطبه في المساجد والمجتمعات، ولم ينسى الطليان له نشاطه في تحريض المجاهدين على قتالهم فاعتقلوه مع إخوته وجماعة من زليتن بعد احتلالها ونقلوهم إلى سجون طرابلس.
